The Work At height Regulation 2005 states that a hierarchy of controls should be applied to all work at height activities. Edge Protection/ Collective safety measures sit higher up the hierarchy than Personal Protective Equipment as a physical barrier to a hazard is installed rather than relying on the user to make a more deliberate and conscious decision about their personal safety therefore reducing risk significantly
